Nuwoe Kellen, chief of staff and principal budget analyst at the Liberian Legislature, has been selected as a 2026 World Internet Conference Global Youth Leader. Alongside his work in fiscal governance, he promotes AI literacy and digital inclusion, with a particular focus on educators.
A key part of his work has been the establishment of a computer science lab at the Kakata Rural Teacher Training Institute, designed to embed digital literacy within pre-service and in-service teacher training programs. Beyond this project, Kellen actively contributes to national initiatives across Liberia that are focused on artificial intelligence literacy, digital inclusion and cybersecurity.
He explores the intersection of public fiscal governance and responsible digital transformation — seeking to bring greater equity and capacity to public systems through technology-enabled learning.
The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
