Isaac Kamugisha serves as an ICT Officer at the Parliament of Uganda and is an Ambassador for the Franklyn Institute of Leadership and Public Management. At the Parliament of Uganda, he is responsible for training on ICT facilities and providing support services. In his ambassador role, he works on the technical aspects of leadership training, including managing applications, facilitating training sessions, sharing resources, and tracking project progress using digital tools. Isaac Kamugisha believes that digital literacy is key to building a sustainable digital society that is inclusive, safe, and free from bias. He emphasizes the importance of cultivating leaders in the digital realm and highlights that the transnational universality of technical standards can enhance global cooperation.

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
