Lavan Lynden Gardiner JR is a Generation Connect Youth Envoy at the International Telecommunication Union (ITU) and is a member of the Caribbean ICT Youth Network. He serves as an energy economist and regulator at the Utilities Regulation and Competition Authority (URCA) in the Bahamas, where he contributes to risk assessments, data analysis, project planning, and the development of methodologies and tools. He also supports economic policy and financial analysis for the regulated utilities and energy sectors, drawing on prior experience in risk advisory and operations at the national electricity utility. In March 2025, he moderated a session on “Youth as Agents of Change for Green Digital Transformation and Climate Action” at the ITU Generation Connect Youth Summit.

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
