Lok Sze Rachel Lo holds a bachelor's degree in Ancient and Modern History from the University of Oxford and is currently pursuing a master's degree in Law in London. Her academic excellence has been recognized through awards including the Fowler Prize for academic attainment from the University of Oxford as well as the Corbett Travel Grant from the University of Cambridge. Passionate about leveraging digital solutions to address global challenges, she focuses on the interaction between the digital world and legal and policy fields. During her undergraduate, she worked on a project using large language models to predict 5th Century Greek inscriptions. In 2025, she attended a two-week summer school at the World Intellectual Property Organization (WIPO) in Geneva, where she explored deeply about topics such as intellectual property policy, patent litigation, and copyright infrastructure with great inquisitiveness. During the program, she networked with students and professionals in the above fields, discussing the future of intellectual property in an increasingly digital world.

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
