Fatou Sarr is an engineer specializing in green hydrogen, energy, and climate change, with expertise in economics, policy, and infrastructure. Since 2018, she has been actively engaged in internet governance as a volunteer within the Internet Society Senegal Chapter, where she also serves as an ambassador of the Internet Governance Forum. In 2022, she was selected as a member of the Multi-Advisory Group (MAG) of the African Internet Governance Forum, contributing to developing regional internet governance policies. Fatou Sarr has initiated and implemented capacity-building programs that have trained more than 4,000 young people in digital rights, internet governance, and online security. She is also the founder of OFS-EdTech, a platform having connected over 8,000 students worldwide to higher education opportunities through mentorship and digital guidance. 

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
