Roser Almenar is a doctoral student in Artificial Intelligence and Space Law at the University of Valencia in Spain, and currently serves as a member of the International Telecommunication Union (ITU) Secretary-General's Youth Advisory Board. She co-leads the Space Law and Policy Project Group of the Space Generation Advisory Council and coordinates the work of the Artificial Intelligence and Space Law Research Group within it. Her work focuses on the interaction between technological progress, especially in the fields of space and artificial intelligence, and legal frameworks, cybersecurity, telecommunications, and the governance of emerging technologies. Roser Almenar is a co-author of the International Institute of Space Law's report titled "Balancing Innovation and Responsibility: International Recommendations for AI Regulation in Space" and advances digital equity through her research and projects. Her project "The Aftermath of Satellite-Obtained Images on the Individuals' Right to Data Protection" was awarded the University of Valencia–Cañada Blanch Foundation Research Award.

The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
