Patrick Nijs

Patrick Nijs is the Co-founder of the Europe China Joint Innovation Center (EUCJIC), former Belgian Ambassador to China, and Belgium Lifetime Honorary Ambassador to China. He has long been engaged in diplomatic and ecological endeavors in China, with his primary research areas focusing on international affairs and sustainable development. In 2025, he received the Green Design International Special Contribution Award, led the traditional village renovation project in Yunnan, initiated the establishment of an international demonstration zone for a Chinese modernization ecological civilization, and continues to participate in ecological issues through organizations such as the World Historic and Cultural Canal Cities Cooperation Organization.

Wang Zhicong is the Chair of Intel China. In his role, Alan manages the day-to-day operation of Intel China Group and oversees the delivery of Intel China's top priorities. Prior to this role, he served as VP of SMG Intel and GM of Intel China, leading developing the local technology ecosystem and being responsible for China's revenue targets across Client Computing, Data center & AI, and IoT. During his 27 years with the company, he is dedicated in growing the local market and cultivating local supply chain. He leads company efforts to foster innovative business strategies and extensive ecosystem partnership that broaden Intel's business opportunities in China. Additionally, he serves as the Development Advisor for the School of Management at Huazhong University of Science and Technology, focusing on research in Sun Tzu's Art of War and corporate strategic management.

John Stuart Higgins

John Stuart Higgins is the Chair of International AI Governance Association. He is a digital leader with a strong technical background and awareness of current technology issues. He is Chair of Sardina Systems, a global cloud software provider and became Chair of the Global Digital Foundation in 2017. He is a Past President of the BCS, the Chartered Institute for IT. He holds advisory roles with Burson, a global communications company; the EU's Intelligent Cities Challenge and the University of Warwick's European university collaboration, Eutopia. He was Director-General of DIGITALEUROPE, the association for the digital technology industry in Europe until 2017, following nine years leading its UK member association, TechUK. He was appointed as CBE for his services to the IT industry.

Peter Baird Dawkins

Peter Baird Dawkins is currently Chief Digital Communication at the United Nations Department of Global Communications, where he leads on digital communications. In this role, he is responsible for the daily operation of the main United Nations website (www.un.org), published in the UN's six official languages. He also leads the Department's development of policy and practice for the use of artificial intelligence in global communications and supervises a team that works in collaboration with Chinese universities to develop innovative tools and technologies based on AI. Prior to this, Peter supervised digital communications at UNICEF in New York, following a career based in Fiji and the South Pacific, which involved frequent cooperation with China.

Frank Fan

Frank Fan is the Chairman of DAS-Security. His main research areas include artificial intelligence security, trusted data spaces, application security, and data security. Over the years, he has led and actively participated in cybersecurity assurance for dozens of major international events and activities, including the World Internet Conference, the G20 Summit, the Beijing Olympics, the Hangzhou Asian Games, the Chengdu FISU World University Games, and the Asian Winter Games Harbin. Additionally, Frank holds several important roles, such as serving as a member of the 10th National Committee of the CHINA ASSOCIATION FOR SCIENCE AND TECHN, Standing Committee Member of the Computer Security Committee of the China Computer Federation, Adjunct Researcher at the University of Electronic Science and Technology of China, Executive Committee Member of the Zhejiang Digital Economy Top 100 Alliance, and Director of the Digital Assets and Trading Committee of the Zhejiang Entrepreneurs Association.


The World Internet Conference (WIC) was established as an international organization on July 12, 2022, headquartered in Beijing, China. It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
