From June 10 to 12, representatives from the Cross-Border E-Commerce Working Group of the World Internet Conference (WIC) conducted field research in the cities of Fuzhou, Quanzhou and Xiamen in East China’s Fujian province. The purpose of the visit was to gain a comprehensive understanding of the region's cross-border e-commerce industry and business development.

The research team visited the Sealion Digital Intelligence Center, Jinjiang Cross-Border E-Commerce Service Center, Donghai Cross-Border E-Commerce Ecosystem, and Xiamen Cross-Border E-Commerce Industrial Park, and held several symposiums with representatives from local cyberspace administrations and enterprises.

Discussions focused on the policies and measures implemented to promote digital trade, the practical experiences of enterprises engaged in cross-border e-commerce, and the challenges and opportunities encountered by local stakeholders. They also gained valuable insights into the development of the Comprehensive Pilot Zones for Cross-Border E-Commerce in Fuzhou, Quanzhou and Xiamen.

The team found that these three cities have cultivated a solid foundation for cross-border e-commerce. In recent years, they have leveraged their strategic locations, well-established infrastructure, and integrated service systems to explore new models for business development, they noted.

Building on the strength of traditional industrial clusters, the cities have introduced effective policy measures while building resilient supply chain ecosystems. They have also developed the "Maritime Silk Road E-Commerce" brand and pioneered innovative models, gaining valuable practical experience in integrating cross-border e-commerce and industrial development.

The WIC Cross-Border E-Commerce Working Group is soliciting cross-border e-commerce cases for its 2025 initiative, aiming to identify and promote global best practices. Selected submissions will be compiled into the WIC Collection of Cross-Border E-Commerce Practice Cases (2025), scheduled for release in September 2025.

This initiative encourages governments, enterprises, digital platforms, logistics providers, service institutions, and other stakeholders to share their practical experiences. By showcasing successful models and fostering mutual learning across borders, the WIC aims to support sustainable and high-quality development in the global cross-border e-commerce sector.

It was jointly initiated by Global System for Mobile Communication Association (GSMA), National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT), China Internet Network Information Center (CNNIC), Alibaba Group, Tencent, and Zhijiang Lab.
